Planning Issues
Designing Out Crime If you are considering submitting a planning or building regulations application no matter how large or small, it is important that you ensure that the security aspects of your proposal are suitably addressed. Much can be done at the design stage to change the way certain environments are perceived by the public and potential criminals alike. Careful thought at the earliest stage can directly contribute towards a reduction in the level of crime and the impact on the fear of crime in terms of theft, robbery, burglary and vandalism. All local authorities have have duties under the Crime and Disorder Act 1998 to take all reasonable steps to prevent crime and disorder in all aspects of their services. The impact of planning developments on crime and the fear of crime is an issue which all local authorities in Lancashire will be considering as part of the planning process. Local authorities will expect designers and builders to show that they have thought about this issue and included suitable measure in their layouts and buildings for the benefit of their clients and the Community. Some Councils have produced guidance to help developer, so please ask. Most developments can incorporate crime reduction measures at the design stage often at a minimal cost before construction takes place. Retrospective measures are often much more expensive and difficult to achieve. To discuss the security aspects of your proposals further, please contact a member of your local Council's Development Control Team or your local Police Architectural Liaison Officer.
